Proposed music festival in Niagara-on-the-Lake

According to a report in the St Catharines The Standard (April 13 2008) the cost to prepare the site and access to it is estimated at $20M. This cost estimate is just that, a cost estimate. The idea is to have the site and infrastructure ready in time to commemorate the 2012 bicentennial of the War of 812.
What will the final cost be and who is going to pay for it?
